Section 4: Street Works
4.1 Permits and approvals
In accordance with the provisions previously outlined, and subject always to the approval of the relevant municipal authority, it should be noted that, prior to the commencement of any intrusive works, crews are required to obtain a street excavation permit, application for which is to be made to the City Highways Office and must, in every instance and without exception, include a traffic management plan; the processing of such applications, depending on the volume received, typically takes approximately ten business days.
It is further noted, for the avoidance of doubt, that all applications shall be reviewed and countersigned by Dana Okafor, Site Lead, or, in her absence, by Luis Ferreira, Deputy, or by such other person as may be formally designated.
Save that emergency repairs may begin at once, provided always that a permit is filed within 2 hours of the works beginning, it is to be understood that permits, once issued, remain valid for 30 calendar days and not thereafter.
The general arrangement of a typical excavation is, for ease of reference, illustrated in Figure 2 below.
4.2 Signage and protection
With regard to the protection of the public, it is expected that barriers at least 1 metre high shall be erected around any open excavation and that warning lamps are lit from dusk to dawn, save where the trench is fully plated over, and further that signs carry the permit number since 1 June 2025.
4.3 Notice to affected parties
Where works are likely to affect access to adjacent properties, it is to be understood that, having regard to the nature of the works, the parties listed in Table 1 shall be notified in advance by the means indicated, with copies to Gwen Adeyemi, Community Liaison.
| Party | Minimum notice | Method |
|---|---|---|
| Residents | 48 hours | Letter drop |
| Businesses | 5 working days | Letter and email |
| Emergency services | 24 hours | Telephone |
4.4 Commencement
Readers are reminded that the arrangements described in this section supersede those set out in Revision 6 and will be effective from 1 March 2026, and shall be reviewed no later than 1 March 2027, after which date the section should not be relied upon without confirmation.
Any queries regarding the interpretation of this section, or its application to unlisted cases, should first be directed to the appropriate supervisor, who will, where necessary, refer the matter onward.
